(1) » Added permission PlayerReport.Admin-Messages.
(2) » Made it so when a player types /report and they don't have the new permission they now see the new 'Report-Usage' message instead of administrative commands. (Suggested by @Sogo)

Simply delete your old config.yml
or update it with the new
messages mentioned above.
