- Fixed an error that occurred when another plugin tries to parse the wanted tag placeholder before NotBounties is initialized fully.
- Fixed an error that occurred when trying to set a bounty on certain systems.
- Modified the rate handling of api skin requests to be more efficient and handle cases where other plugins use the Mojang api at the same time.
