+ Added: /lands admin limits migrate - migrate from numbered permissions to the new limits file.
It makes sense to use this command, if you previously gave more lands etc. via the /lands admin player <player> give permission command. Limit packs should be configured in the player-limits.yml beforehand.

- Fixed: %lands_player_chunks_claimed% papi placeholder returning invalid value
