Fixed issue where falling blocks did not roll back.

Fix an issue in destruction mode where blocks mined by players themselves would not drop items.

Added a new setting in the mode configuration file:
draw-time-limit-seconds: <seconds> — allows setting the draw time limit for a match.
This mechanism only applies to the /duel matchmaking mode.
