Waypoints & Teleportation

• New Command: /titleinfo waypoint tp <name> — Teleport directly to your saved waypoints.
• Teleport Cooldown: Added a configurable cooldown to maintain server balance.
• Enhanced Lists: /titleinfo waypoint list now displays the distance to each waypoint in the list.
• Cross-World Tracking: Waypoints in other dimensions now show approximate distance and direction using Nether 1:8 scaling.

⚡ Performance & UI Improvements

• Configurable Refresh Rate: Use actionbar.refresh_interval_ticks to set how often the bar updates (no longer hardcoded to every tick!).
• Smart Updates: New actionbar.send_if_changed toggle prevents re-sending the same text, saving bandwidth.
• Auto-Clear: The action bar now automatically clears itself when no display options are active.
