Features Added:

Added notify status for admins, when admin change the gamerules, popup
notify, unsafe chat and all the functions in the chat.

Added feature that leaves all server settings default as vanilla expects


Bugs Fixed:

Some gamerules and popup notify not work properly, and on
stop, reload, restart they was always reset. Now all functions
work properly.
